TRV rejected... Need advice

Hi all, thank you in advance for any information you are able to provide.

My girlfriend's TRV was rejected, this was our first try and now we would like to try again, but with some expert advice. I will try to lay out all information so that it is easier to see where we went wrong. The reason for rejection was that they felt she would not return to her country.

She is from Cameroon, and is currently studying in university in Nigeria on scholarship. We applied for her to come visit Canada during her scheduled study break, her time in Canada would be about 16 days. I submitted the invitation letter, as well as a financial support letter, stating that I would be responsible for any costs during her stay in Canada. I also showed my employment records and mortgage statement. We had already purchased round trip flight tickets as a way of showing that she had incentive to return home; was this good, bad, or insignificant?

I'm thinking that the main reason for rejection is that there was not enough information provided from her end to show that she has ties to home. She is halfway through her master's program in engineering, and is living on campus at university. Because she is a student with no prior job experience, she does not have much money in her bank account.

Her sister lives in Canada as well, and is a permanent resident here. Would it be better for her sister to write the invitation letter, or myself? If we apply a second time, do the immigration officers look at the first application as well? Like, if it is different from the first one, would they think she is lying so she can come to Canada at all costs?

Basically my questions are what did we do wrong (which I think I know the answers to) and better yet, what can we do to ensure a successful application the second time around? What significant information can we add to show her ties to home?

So if her sister invites her, will they look at her previous application and see that someone else invited her previously?

How did you or her sister get your PRs or citizenship? How much family does she have in Canada? The chances of her getting a TRV are extremely low and I would say zero. She has to show that she can afford to pay all her travel costs herself and not exhaust her savings. She has very little ties to her home country. She doesn’t own property, is not studying or living in her home country, doesn‘t have a longterm decent paid job, has a boyfriend in Canada, etc. Unfortunately you shouldn‘t have bought the tickets. Perhaps you can get a refund due to covid. The applications tells you not to book tickets until receiving a TRV. Now that CIC is aware that she has a bf in Canada there will be concerns she will want to remain in Canada so she can get married in Canada and apply for inland sponsorship. Due to the large volume of Nigerian asylum seekers coming to Canada there will also be concerns that she may arrive and claim asylum. It has become much harder to get a TRV as a Nigerian.

I think we were mostly just naive, not really knowing specifically what to do and what not to do. So a TRV for her really doesn't seem likely, especially anytime soon. I'll probably just go visit her then.

I'm assuming that once she completes her degree, if she lines up a job in Canada it should be much easier for her to get a work visa, correct? Thanks again for the help.

You should assume a work permit won't be possible or at least will be extremely difficult. A job offer isn't enough to apply for a work permit. The employer also needs to obtain an approved LMIA. The vast majority of employers are not willing to go through this process.

At least you got cancellation insurance. We see many who have not. You will likely have to get married for her to come to Canada.

My advice is. You come to Nigeria. Get married to her then she can apply for PR outland as your spouse. When she is done with her masters degree, by then her PR will be ready and she can join you. Easy and straight forward.
