So my work permit expired on Sept 2016, so I applied to extend my status, and subsequently got a visitor record. After getting a visitor record, I applied for TRV within canada, but got rejected after waiting for a month. They indicated that I don't have valid status in Canada, so I have to apply outside the country.

That confused me, because I thought a visitor record indicates a valid status in Canada as a 'visitor'. Was my TRV application wrongly refused?

You not have a valid status for inland TRV processing. Inland TRV processing is only available for students and workers, you are a visitor.
