One of the reasons it could be as well, is that it sounds like his mother was granted a visa, then a H & C application was filed while she was here, so she would not have to go back, versus applying thru the P&G pool which has no guarantee, and takes much longer This would have circumvented the route the Government wants people to take to have their parents live here, would not know definitively unless you applied for the notes on the file.
However this could effect his application, because the VO could possibly assume, he would do the same thing

It's a good one but I urge you to edit the part you wrote " I confirm that I meet the requirement for a Temporary Residence Visa approval and will appreciate it if my request is granted.
That's a red flag... nobody is entitled to a Visa. It's the discretion of the VO to issue He/S a visa.

It possibly could. He could always reapply with reasons to counter the VO's concerns. As well request the notes on his file to see more specific details.

Thank you for the prompt feedback yesterday.

Quick question. As per thread trail, My Fiance wants to apply to go to Canada for a short visit strictly Tourism and then to visit his mum & sister.

• What should be his purpose of travel ? Tourism or Family visit or Other (Tourism & Family visit).

He will be staying in a hotel not in his family home & he has enough finances to take care of his trip without the help of any family

• (Do we still need a letter of invite from his family ?- is this really compulsory) or do we strictly apply via Tourism and state in LOE that he will also visit his family briefly?

My Fiance sister has a different dad from him (Same mother , different dad)
His Sister is a citizen with Canadian passport (Her Dad is a Citizen who filed for her over 25years ago and she has been in Canada since then) while his sister filed for his Mother through H & C (not sure why that route -she was advised that it'll be faster). His mum has been in Canada for over 2 years and has been granted a work permit pending when her PR is granted

If his mother has filed an H&C application, there's really zero change your fiance's TRV is going to be approved.

His family ties to Canada at this point are too strong and given his mother's immigration history, IRCC is going to have concerns he will remain in Canada long term.

I personally wouldn't apply for a TRV again. Get married and then sponsor him for PR (I'm assuming you are Canadian).

I'm concerned about his staying in a hotel(when they have a family house)... since he's going to see his mom.

We truly just wanted to go for a Tourist visit and also formally meet his mum for her blessings since she cant leave canada due to H& C filing to make our wedding

Unfortunately I don't think it's realistic that your fiance's TRV will be approved if his mother has claimed H&C.

Its his sisters house and she has 2 kids plus his mum staying there so its pretty cramped .

He naturally likes his privacy and would rather stay in a hotel. His main purpose of visit is Tourism & a few hours of introducing me to his Mum & sister.

I have re-applied for my TRV and it will be sad if i get mine approved and he doesn't. The whole purpose of this trip is because of him,
