TRV Refused... Experts Please help

Hello Experts and every one,

I am really frustrated and I need from you to advise and help me to understand what are the reasons of refusal?
I applied for TRV on 4th Feb 2019 and submitted biometric on 5th Feb 2019
my application was refused on 31st Apr 2019 for the following reasons:
I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your immigration status.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on your current employment situation.

I applied from Saudi Arabia for myself, spouse and son (2 years old) for 9 days to to Canada after 21 days to USA.

I am Palestinian and applied with Palestinian passport where I got my US visa on it few days before applying for Canada visa.

I also have an Egyptian travel document for Palestinian refugees where I used it before to travel to USA and UK.

Here are the documents I submitted:
My passport, wife passport and son passport with the US valid visa.
my travel documents with the previous US visa (traveled with my wife before) UK visa (traveled alone) , Turkey visa (traveled alone) with the stamps.
Residence ID in Saudi Arabia with translation.
Exit and re-entry visa (multiple for 6 months) with translation.
Employment letter showing my joining date, position, Salary (9k CAD monthly) in English stamped by chamber of commerce.
Bank Statement showing more than 100K CAD
marriage certificate translated in English.
letter that saying I am official sponsor for my father in Saudi Arabia with his Residency ID showing that I am his sponsor with translation.

I mentioned the following itinrnary:
I will visit the United States and Canada for tourism. I will depart from my home city Airport “Dammam Airport” on 1st May 2019 to Orlando Airport and stay in the USA until 23rd May 2019.
On 24th May I will go to Canada from Orlando airport to Toronto airport. I have booked a tourism trip from tours4fun for 9 days to visit Toronto, Montreal, St. John, PEI, Quebec, Thousand Islands and Niagara Falls.
Please note that I booked the departing flight from Canada but I didn’t pay for the flight and I will pay the same flight once my Canada visa is approved. For the tour from tours4fun I will also pay once my visa for Canada is approved.
Following table shows the itinerary, hotels name and address as the hotel and bus transportation is included in the package:

Day 1
24 May 2019
Toronto
arrive to Toronto Airport and move to the hotel. We will rest at the hotel and explore the area around the hotel.

Day 2
25 May 2019
Toronto - Thousand Islands - Ottawa - Montreal
Depart from Toronto in the morning to Thousand Islands and use the boat cruise.
After visiting 1,000 Islands we will go to the Ottawa. Pass by Canadian Parliament buildings, Canadian War Museum
Next, proceed to Montreal and visit Old Montreal city.

Day 3
26 May 2019
Montreal - New Brunswick - Fredericton
Move to Brunswick in the morning and visit covered bridge - Hartland Bridge.
Arrive at Fredericton in the afternoon and pass by the City Hall & Province House.

Day 4
27 May 2019
Fredericton - Halifax - Peggy’s Cove - Halifax
In the morning, head to Nova Scotia’s Peggy’s Cove.
Afterwards, proceed to Halifax and explore the renowned Citadel and downtown area and use Harbour Hopper.
Afterward, go to Peggy’s Cove and afterwards, go back to downtown for dinner.

Day 5
28 May 2019
Halifax - Prince Edward Island - Moncton
Depart from Halifax in the morning and take a ferry ride arrive at Prince Edward Island (PEI).
Take a brief stop at Charlottetown and the Provincial Government buildings. Next, go to Anne of Green Gable House and Cavendish Beach.
After dinner, head to Moncton via - Confederation Bridge.

Day 6
29 May 2019
Moncton - St. John
In the morning visit the Lobster Statue - Shediac.
Afterwards, head to Magnetic Hill and explore the natural wonder.
Next, we will visit the Hopewell Rock and the Bay of Fundy.
In the afternoon, we will proceed to Saint John and visit Carleton Martello Tower
After dinner go to hotel.

Day 7
After lunch, proceed to Quebec City and visit Quebec Tower, Aquarium Quebec and have French dinner.
After the dinner we will stay at the hotel.

Day 8
31 May 2019
Quebec City - Montreal - Toronto
Go to Montreal in the morning. Explore Olympia village, then visit the Montreal tower. Then visit Bio Dome.
After lunch, we will head to Toronto and arrive Toronto at dusk.

Day 9
1 June 2019
Toronto - Niagara Falls - Toronto
Pick up in the morning. Afterwards, go to Niagara River waterfalls and Niagara Falls IMAX.
Afterwards, transfer to Niagara Falls Skylon Tower.
After lunch we will go back to the hotel.
From hotel we will go to Toronto airport and fly back to Dammam with following flight details:
Turkish Airlines
Flight: TK18
Departure time 22:30
Transiting to Istanbul
Arrival to Dammam at 20:05


I thought my application was very strong as I have very good and stable job but I am shocked with the refusal :(
- do you think I have any chances in future or I don't have to try?
- is it good to try again now or is better to travel to USA this year and try with Canada next year?
- is travelling to USA this year will make a good sign for Canada officer if I apply next year or it doesn't matter?
- what if I don't travel to USA this time and try again to Canada, is it bad sign that if I don't travel to USA as I mentioned?

I think you ought to travel to the US and then return. That will be a strong indication that you don't plan on overstaying in Canada.

The two things working against you are

1. Your status as a Palestinian + your prior refugee status. Nothing you can do about this
2. You're working in Saudi Arabia. This country has recently been tightening rules around employing foreigners so many people are looking to leave. This may not apply in your specific case, but couple that with your citizenship + refugee status and it adds up.

You have traveled before, but that was before you had kids. If you go to the US and come back with your family and try again in a few months, I think you ought to get it.

It's impossible to say for sure, though. Wait and see what a few other people with more experience have to say - this is just my opinion.

Yup, pretty much what goose21 said. And as an adder, you really should research you travel plans much more carefully. None of it is practical or realistic. The distances required to travel to all thise locations and actually “see” things (whether flying or driving or taking a train) are unachievable. A visa officer would know that.

2. You should probably travel to other visa-required countries first (UK, Schengen) before reapplying to Canada. This will prove you have no intention of claiming asylum in these other countries.

3. When does your residence status in KSA expire? And your work contract?

4. Do you own any immovable assets? Property ownership for example? Liquid financial assets don't help as a reason to return.

5. It might be a good idea to reapply without your son

Yup, pretty much what goose21 said. And as an adder, you really should research you travel plans much more carefully. None of it is practical or realistic. The distances required to travel to all thise locations and actually “see” things (whether flying or driving or taking a train) are unachievable. A visa officer would know that.
To be fair, the tour does look legit

Love the “drive by parliament” part of the tour....sounds like a gangsta tour!
So the OPs itinerary is a cut and paste, plus a history as a refugee claimant. Suspect the chances of a TRV are pretty slim.

I don't know how the officer has judged this tour plan but I believe that people are different and every one can do different activities.

BTW I usually do crazy things when I travel but maybe I am unlucky this time o_O

The issue is you won't actually ave time to see anything or visit anything based on the schedule. You'll literally have time to drive by or get off for 5 minutes.

1- I think to reapply next year
2- will apply and see
3- residence will expire on september '' by mistake I didn't mention this and "choosed permanent resident"
- my work contract expires on October but it's renewable. I didn't mention this also, do you think I have to mention this?
4- I don't own any thing except car and I don't think this is good to mention.
5- what if I apply alone? or is better with my wife without son, how the officer will look at the two options.

I am not a refugee climate, I born in Saudi with this situation.

people in certain places in Palestine became refugees on 1948 and till now is not solved...
