1. Should I meet the LICO for last one year or last three years?
2. If it's Super Visa, my assumption is I would be sponsoring them during their trip which I would be mentioning in the Invitation letter. In this case, do they need to show any funds on their end? If so, how much should that be?
3. There is a section in the documents section of the application that says "Replationship (proof)". Is that for my parents or my relationship with my parents?
4. Also on the IRCC website, it says that they would need an IME form to go for medicals. But, I couldn't find any IME form on the website that could be downloaded. Is that something IRCC sends after submitting application?

Absolutely. Make sure they mention in the file that they have applied previously (date etc), and reason for refusal. That's it, make sure you mention it. Else they will consider it has procedural fairness as withholding material information, and could ban them for 5 years.

@kumarh2020 thanks for the reply.

1. In the application, I see the section only has 500 character limit. Do I mention the reason Visa officer mentioned for refusal or just mention about applied date and refusal date as it is not possible both the details due to character limit.

2. Also, if we have to submit a LOE in the Additional documents section for this, we only see an option to upload one document to the application. My parents also doesn't have a Marriage Certificate as there was no such option in the past. So, where could I upload LOE for this?

@kumarh2020 & @Naturgrl - Thanks for all your valuable suggestions. Applied Super Visa from home country this time and received PPR in a week.

PS: I did not receive GCMS notes yet even after 40 days but I went ahead and applied for Super Visa after 30 days of GCMS submission.
