TRV processing time question

I made an online application (from Canada) for a friend to visit from Cuba using form IMM5257 (app made outside of Canada).
The CIC site lists application at 47 days for online app from Canada, and 3 weeks for the Havana office.
Think maybe I made a dumb mistake, will this app be forwarded to Havana office or is it considered an application made inside of
Canada?

Here is my timeline:
Applied online on the weekend
First business day, got request to send in passport (Cuba)!!!!
My friend took passport in, got it back same day.
So, 2 business days for processing from start to finish, I am very impressed!!!

That seems almost too good to be true! Did you check the box that asks if you are giving someone else access to the application? As in, did you apply on behalf of your friend as his/her representative? Or just pretend that you were the friend?

CIC web did say they have flexibility to move application to offices with resources to handle it...I saw alot of ppl here saying otherwise. Some even voice anger when person explain visa approve in 4 hrs.
