Invitation letter supposed to be addressed to the person you are inviting. However, the invitation letter I wrote explained our situation to CIC and therefore, I addressed it to CIC and they didn't have problem with that.

Two ways you can add letters to support the TRV application. One is to write the invitation letter to the applicant. Another letter you can add is also known as a "letter of support/letter of introduction" addressed to the visa office, specifying the purpose of the visit and then stating financial support for the invitee, guaranteeing you are covering the expenses incurred for the duration of the trip.

/..hth..

Thank you guys! Does it need to be notarized or a simple letter should be good enough?
I'm planning separate invitation letters to both(applicant and CIC) however this causes redundancy.

No need to notarize, it is not a public document. The "invitation letter" to CIC is not the same as the invitation to the applicant, and is much more a request to CIC to issue a visa to the applicant, for the purpose of the visit. Here you reiterate the purpose of the visit, and add details, such as duration and financial support for the applicant during the visit. This is also called as a letter of introduction/letter of request or statement of financial support by others and it serves to fill in the gaps as to the details of the visit and who provides financial support to the traveller...
