have a question, if anyone knows, how many can some one apply for TRV? is 3 or more times considered something bad? please share your ideas or any thoughts. thanks a lot

You can apply as many times as you want, as it is your money.

Thank you, they are not going to say or ban on anything, correct? means they can not make the person inadmissible for that reason, correct?
 
The VO means what they say. Do not reapply unless your situation changes. Get your GCMS notes and find out exactly why you are refused. Look at each reason and see if there is some way to strengthen your application. Usually it is ties to home country that are weak which might mean you have to wait until you have a permanent job and savings or property to show. If it is lack of proven English, take IELTS. Make sure you address each issue. Good luck.

As you are outside Canada, you would have to find someone who is in Canada(e.g. Canadian citizen, permanent resident, work permit or study permit holder) to apply on your behalf under the "Access to Information Act". It costs $5. As well, you would need to sign a consent form, to authorize CIC to release information about you to this person.
Do you have anyone in Canada who can do this for you?

Cocknbull has a great thread on ordering notes. If you do not know someone in Canada you can order through a Canadian agency.

I obtained this information from the Cocknbull link I mentioned before, response number 696. Your wife will be able to get GCMS for you but be sure you have given her your authorization to get it in your behalf. There is a form for that. She should tick "access to information act" in IMM5563 as she needs to pay $5 fees. Please note that now CIC is asking for new consent form IMM5744. Check this link
