TRV getting Delayed

Hello.!
This is Pravallika from hyderabad.!
Actually i would like to know about a small issue. !
My fiance has completed his post graduation in canada and got work permit too.!
Later he applied for TRV in the month of july 2018.! And yet he dint get his TRV.!
The thing is we have our wedding in december so can he travel india ?
Cancel the TRV and again apply in india.?
Please suggest us what to do.!
He has booked his tickt to india on nov4.!
So can he cancel it and apply again in india.? Or does he need to stay and wait for TRV in canada only. !
Please do the needful.! Hoping for a reply soon!

He can travel to India. Has he sent a IRCC web form to request for a decision?

He can submit his passport to a India visa office when he gets a passport request

Yes he has already sent IRCC form for decision.!
He already in the month of sept.!
But not yet received his TRV.! It has crossed the actually processing time.!
Should he cancel this application and go again apply form india.?
Or should stay back in canada for the TRV.?

He does not need to cancel the current application nor does he need to remain in Canada while the application is being processed

The final question :- In the IRCC web form what do he have to request for.?
I mean requesting that he is travelling india and gonna give there for stamping or what exactly should he request in that webform ! Please let me know.!

He only has to request for a decision

Ok so he can just request for decision and travel to india and when asked for stamping he can submit here in india visa office right.!
Later it wont be any problem right!.
Because he has his tickt to india on this sunday so he can travel !

The actually problem is that when asked a immigration lawyer in canada she asked him to cancel the trv and again apply from india.! So this is the reason i am confused.!
Now ll ask to to cancel and travel india and wait for trv.!

He does not need to cancel his current application. Again, he can submit his passport to the nearest VFS in India when he gets a passport request

Hello ! As said i can send the passpost to nearby vfs in india when requested.!
But when filled the form they asked where to determine the passport the answer we have given was canada itself question no 7 n 9 we have answered to same resident in canada.! So there wont be any issue if i go stamping in india.?
