Not true. These CIC call center agents don't know much. They are like any other call center agent. If they issued you a TRV with visitor status, its good even after your PGWP expires. But then you can only enter as a visitor. Working has to cease on the date of PGWP expiry. You could then apply for a visitor record or exit the country. But later always visit till the TRV expires. Again, I think this is done on purpose to promote tourism. Like a free visitors visa because the initial vetting was done, and you are a good spender for Canada.
