TRV for spouse with outland PR application filed

Hi experts, could you guys inform if I can apply TRV for my wife? Unfortunately, LVO takes more than a year to process the case. But some people suggest I should not apply TRV for my spouse until my application moved to Visa office (which must be LVO, I know).
Can she live with me like 6,7 months during the time her application in process?
How long does it take to get TRV?
She is under stress and I am facing issues in maintaining my relation, does this justify to visa officers for TRV or what grounds they consider for giving TRV to a spouse whose PR application is already in process?
What funds needed at the minimum if I am not on a permanent job.

You can apply but with a sponsorship app in process, chances of approval are very low.

Every couple that is apart is stressed. IRCC will not take that into consideration.

There is no minimum amount of funds. It is important that she show her own funds.
