TRV for family for medical reason

Hello,

I am a canadian citizen. I applied for my sisters visit visa in feb 2017 . TRV was refused because of the following reasons.
1) No travel history whereas it is clearly mention that she travelled four times to dubai
2) No work history whereas it is mentioned in the form and in my invitation letter that she has been a house wife.
3) Financial support. i submitted my bank statement along with invitation letter. And her husband also have given her bank statement and submitted affidavit that he will be responsible for her finances.
4) No bonding to her own country. i clearly mention that she is leaving her family and her house back home and she has no intention of staying in canada.

There was a medical reason involve to invite my sister here. i was in ICU and i have to go for a major surgery and i have submitted a doctors letter from icu that i needed a family support. But they still had refused her visa.I reapplied her visa in April 2017 along with all the evidences of medical care i need in immigration but it got denied again with the same reason they provided in first refusal. I was very disappointed that i had talk to MP of my area and he forwarded my case to Immigration Minister. He basically did not do any thing and seemed liked he favoured the decision of immigration officer.

Now, i am going for another major surgery next month. i have again prepare my sister case but my take is her situation has not changed. she would never be able to get the work history as she always has been a house wife. Mine and her husband bank statement is remains the same. She did not travelled any where except UAE. I am again submitting doctors letter from ICU doctor. The only thing which is addition in her documents is that i am buying a health insurance for her stay which will be 100000 CAN $$ for three months.

Any ideas or suggestions that how i can make her case more strong?? i meant there is truly compassionate grounds involved but immigration still refusing her visas.

any advises please. Thanks.

Based on this, she needs to show stronger ties to her country. Usually job, properties or money in the country under her name would help to make her case.
