TRV extension/passport expired

Hi folks,

My senior relative filed TRV extension (still in progress, and claimed leave date from extension is end of coming December). Though his passport expired and it's not realistic
to get a new one any time soon. (Consulate is _extremely_ slow) I do not really want him to leave due to COVID second wave. Hypothetically, he could file another extension, but his passport expired.(He also has national ID and national driver license/IDP)
Is there a solution?

When did his passport expires? IRCC won't grant a stay beyond the validity of his passport. I would do what I can to expedite the passport renewal.
