TRV application in canada.. need help!

Does that mean that even if have a new approved work permit to be claimed i cannot go to the border? With my expired trv?

What do you mean by "new approved work permit to be claimed" ? You must have an actual non-expired work or study permit in your hand in order to be able to flagpole for another permit.
