TRUCK DRIVER LMIA TERMINATED, CDL AND FLAGPOLE

TRUCK DRIVER SEEKING ADVICE
My husband Canadian work permit is terminated. He's currently in Canada.
My question is
If he gets another valid LMIA will he be able to flagpole and does he need a Canadian CDL in order to flagpole.
Any information and suggestions Will be appreciated.
