If you are going to Canada, you apply for outland PR when you get there. The issue (for many people( is that not meeting RO can trigger the cancellation of your PR but if you only got it 2 years ago then are fine. Again I cannot tell you if TRV will be refused or approved but if you have PR sponsorship in process then that is good. It shows to IRCC that one parent was willing to come alone and start the process. Many want to travel all together like the OP who has a refused TRV and TRP. Only option is for one parent to come to Canada or pay a lawyer and go to court which will cost a lot of money and could have gotten PR in that time if one parent came to Canada. However don’t know if they meet RO or not.

So, I will be applying for TRV first like this week itself and PR sponsorship in early March (once I land in Feb end). I hope this okay? Or are yo suggesting that I apply PR outland sponsorship first after i land and then only open TRV? This would mean a delay of atleast a month

Read this person’s posts as TRV for infant was approved. He was already in Canada while spouse and child were not. Applied for TRV and it was approved.

@sidpadki Could you please kindly provide the details on below things. It will be very helpful.

1. Is the TRV submitted via GC key or new portal? which one you would suggest?
2. Purpose/Intent to travel - Can i as a parent provide the letter. if so how it is different from invitation letter ?
3. Do we need medicals for new born ? If so when we have to submit this? after application or upfront?

What will be the best process in our case to get TRV or Permanent Resident for new born baby , and our main concern is a new born child can travel with us in march 2025 ,

So you want to bring infant back in March this year. One of you must be in Canada to start PR process. You can apply for TRV and see if approved. If not, you apply for TRP. If approved make sure you have health insurance as child is not eligible until PR. If that is refused one of you starts PR process from Canada.

It is 2025, not 2024. You can apply once ready to travel for TRV. Show that you have a year of health insurance. If refused, apply for TRP. Google IRCC processing times to get an idea for visitor visa processing times.
