The short answer is that you have to be admissible to Canada in order to qualify for and be able to successfully obtain PR. If someone is in Canada on a TRP, this typically means they are inadmissible and don't qualify for rehabilitation - or haven't completed the rehabilitation process yet.
If you are inadmissible to Canada, you won't be able to complete the PR process until you qualify and apply for rehabilitation. If it's going to be a few years before you'll qualify for rehabilitation, then you'll need to hold off applying for PR until then.
