Yes - you will need to quarantine for 14 days on arrival. Make sure you also meet one of the exemption criteria to travel to the province and that you are allowed to enter the province at this time.

Are these exemption criteria for Ontario? because I know there is exception criteria for Newfoundland, but I'm going there on a PGWP so what kind of exemption criteria do I have to meet?

No there isn’t a quarantine period at the moment. If you were going the other way it would. Things could change.
