I was wondering is it possible to travel within Canada with only a Permanent Resident Travel Document (no card), as the plan is to land in Toronto and travel to another Canadian city via air. The reason I ask is I don't see any information regarding PRTD and only Visas on foreign passports.

Yes within canada you can travel with your passport. Keep copy of COPR with you. Travel document is required only to enter canada.

Within Canada you can apply for PR card. You need to provide Canada address for card delivery. Now processing time is around 6 weeks. Did you live in Canada 2 out of 5 years?
