Travelling within Canada while waiting for visa renewal

Hello Everyone.

I am an international student who is renewing his study permit.
I had to send my passport to CIC in order to get the visa extension. The issue that I am facing relates to travelling within Canada without a Passport by plane.
I am currently living in Quebec (province) and I saw that I can't have a health card as a piece of Identity and I don't have a drivers licence from here yet.

What would be my options? Is it actually possible to travel inside the country without those three documents??

See here http://www.aircanada.com/en/travelinfo/before/traveldoc.html not easy if at all without a photo id and also being a non PR or citizen so passport likely only acceptable given other options.

You always have option to go for provincial government issued ID (if no drivers license) at local registry office. All you need a passport, study permit and proof that you are living in province (LOA from school will work)
