Hi,

I was wondering, could my wife travel to the U.S. by air with just a passport and a COPR?

We've already requested the PR card, but won't be here for another month or so, but something came up and it would be great if she can go down to the U.S. with me.

Please let me know if you know the answer to our question.

Is she American? If not, is she from a visa exempt country?
 
Ah, sorry, forgot to put that information down.

She's from South Korea, so yes, she would be from a visa exempt country.

To enter into the US, she needs to meet Visa Waiver Program requirements (including successful ESTA registration. See http://travel.state.gov/visa/temp/without/without_1990.html

Being from a visa exempt country she should be able to travel back to Canada (even via air) and then show her COPR at the border to enter as a PR. I know for sure that if you're driving over the border there will be no issues as policy allows you to enter only with a COPR as long as you are on non-commercial vehicle (e.g., private care).
