I am not sure about this. But i think u can show ur work permit and u can tell as well that you just came back for get visa. They do bla bla but i dont think so u will get any big problem.
One thing more, if you dont mind, cannyou suggest me, i have valid US visa, my canada visa is expired but i am going to get again tourist visa next week. One of the consultant arranging LMO for me bcaz he have employer for LMO of my work field. He said that when i will arrive in canada, he will change my tourist visa in to work permit via flagpol on canada usa border. I am not sure that can i apply there or not. Is he correct or not ? shall i have to come back to India for work permit, he showed me 2 latest work permit which one he arranged job for those people. Can u suggest me,
