Generally it is said so because a TRV does not guarantee anyone an entry in canada. Entry in canada is not a right rather just a privilege for a TRV holders. the CBSA officer at the point of entry has the authority to allow you or refuse you entry.
BUT nothing to worry about CBSA rarely deny entry to spouse, parents, children and other TRV holders unless they find something very serious( criminality, previous overstays, inadmissibility etc).
As you are coming to canada to visit your husband you dont have to worry.
common question they may ask:-
1) for how long are you visiting/staying in canada
2) How much funds/money do you have with you right now
3) do you have your return ticket
4) what date are you going back
5) what do you do? (job etc)
6) what does your husband do here in canada.
Note: mostly likely they may only ask 1-2 questions from above.
they are just normal questions asked in a good tone and you answer them as simple as they are and honestly ( no need to hide anything or answer any question in a suspicious way).don't start explaining things or don't make stories. By The way.... CBSA are among the good guys they like reuniting families

My wife had gone through this a few times and it was always very smooth, easy and quick.
you do not need to carry any load of documents or unnecessary documents which may make you suspicious. your passport, your identity document and your travel ticket are more than enoff.
