I'm planning to activate my COPR after getting it, then, leave Canada for a few weeks likely before my PR card arrives.

So is it possible to enter Canada with just my already activated COPR even though I do not have my PR card?

You will be providing the address to deliver the PR card at the time of first landing. Give any relative's/friend's address so that they can courier your PR card to you once you leave the country. Else, you would have to contact the local Canadian embassy and request them for travel document.
