yes you can travel with eCOPR however upon returning to Canada, you would need to show your PR Card else you need to apply for PRTD.

Yes, you can travel on ECOPR and come back to Canada by using land border if you have USA visa without applying PRTD.
Your eTA will be voided the day you become PR so airliners will deny you boarding. Land borders are good.
Ok, thank you. I have to go for a funeral, I see that this is a reason to expedite. What is the processing time for expediting?
I am not very familiar with it, not even sure you could expedite it officially. @jvcaunin asked his MP to help with the process maybe you can try too. Alternatively you can try to apply for a prtd in you country of citizenship
