Travel with husband during covid

Hi Everyone
I have canada PR since 2018 but living in India now got married to a guy who doesnt have PR. I want to travel to Canada with him during covid or before 2021 feb as to complete 2 yrs before my PR expires I have to move there.
Can anyone suggest how should we pursue?

Does he have a TRV? If not, he needs to start by applying for a TRV.
