Is it possible to travel to United States with PR if the person came to Canada from United States border without visa?
 
You'll need to apply for a US visitor visa in order to visit the US.

What was the person's status in the United States? How was the person able to go to the United States? What passport does this person hold?

I guess the main answer is, no one can tell you, the person applying will need to be 100% truthful in the visitor visa application, Canada and the US share information so hiding things won't help.

Person had student visa in USA, he lived there 3 months and then moved to Canada. And now he has PR card and RTD.

It depends on the officer in the US embassy/consulate. I read stories where they were accepted and other where they were refused. But I think if that person left the US legally, they'll have a better approval rate. Only way to know is for them to apply for a visa and see how it goes from there. Good luck!
