Does anyone know of any issues when traveling to Mexico with a Refugee Travel Document and no Canadian PR card? Specifically, any boarding challenges with smaller airlines like Flair?

Does a visa apply to me? My friend as a permanent resident (PR Card ) with a refugee travel document, doesn’t need one to visit Mexico.

Since you said that no pr yes you need visa. But if you have Canadian, USA, Japan or shengen visa you don’t need visa to travel to Mexico.
