Let me tell you this: though the government website says 'normally live etc.', they have pressured the airlines into asking for a job offer letter.
The airline staff won't let anyone fly without it. Sort of a shadow policy. The airline blamed the government, the government blames the airline.
Any work offer will do in my opinion. At least during the course of this pandemic, everyone has realized how important all workers are.
When I returned from the US, the airline staff at the gate were whatsapping embassy staff to decide who gets to fly back. I was the last one to board the flight, and they nearly denied me because I was unemployed at the time.
That 'normally lives in Canada' rule is not applied fairly. They decide on a case by case basis. If the pilot doesn't want to wait, you will miss your flight. That's assuming they even issue you a boarding pass.
