Well yes you can travel today.Ask your college how they go about the quarantine plan, get it approved from your college and gather all necessary documents (visa, LoA, proof of funds etc. etc.) and fly!

No, as you are an active student, you can travel any time. Usually CBSA and IRCC says come here at max 28 days ago before your commencement of program. But that shouldn't be an issue for you
