My wife is going to be applying for citizenship. She is from the USA. Is she responsible for providing travel records for every cross border trip we have ever made? I feel like I remember reading before that she could sign a consent form for them to look up the travel history for her?

She can get the details of the trips between Us and Canada via https://i94.cbp.dhs.gov/I94/#/home
Regarding the CBSA travel report you do not need one at the time of application it’s mentioned on this link https://www.cbsa-asfc.gc.ca/agency-agence/reports-rapports/pia-efvp/atip-aiprp/thr-rav-eng.html

If you are applying for Canadian Citizenship you do not need to request your Traveller History Report from the CBSA. Checking "Yes" on page 5, Question 14 (b) of your application form permits Immigration, Refugees and Citizenship Canada (IRCC) to collect the report on your behalf. “

If you are applying for Canadian Citizenship you do not need to request your Traveller History Report from the CBSA. Checking "Yes" on page 5, Question 14 (b) of your application form permits Immigration, Refugees and Citizenship Canada (IRCC) to collect the report on your behalf. “
Purpose of obtaining travel history is to submit to IRCC, then it is not required. You need to just give your consent as you highlighted above.
But if purpose obtaining the history is to help you (if you forgot to note down your past travel dates) fill the physical presence calculation form, then you can use the links as Abbas highlighted.

Yes this is what I found out from the link that you do need to request a travel report from CBSA.
As @wink mentioned above, as part of the citizenship application process you do need to highlight in the physical presence calculator (PPC) the time day you left and entered Canada during the eligibility period
