Since IRCC website showed that international students who came from USA would be exempted from the travel ban. Does it only apply to American citizens or every international students who are currently reside in USA?

US citizens.

It doesn't say US Citizen so I think it is up to CBSA
 
Well there is a great confusion on that . I believe it mentions traveling directly from USA. However no one has tried going to canada yet.
