My parents renounced my pr and theirs when I was seven years old. I am eighteen years old now, can I apply for a travel document to Canada ?

If your PR status was actually formally renounced or lost, you have no status in Canada. Therefore, you would not be eligible to make an Application for a Travel Document (Permanent Resident Abroad). Nothing to stop you trying however, just in case you have not formally lost PR status.

Thank-you for your reply. My parents gave up the PR because they applied for a visit visa, I have lost my PR for no fault of mine, I was a minor at that time. All I have now is a copy of my PR card.

If that's the case, you are considered a Foreign National and will not be able to get a Travel Document. You will be subject to the same POE examination procedures as any other visitors to Canada. It seems likely that you are probably not visa-exempt to Canada if your parents are not. In which case, you can only apply for a TRV.
