Travel Document to go study for Minor who has Expired PR card

Hello,
Need to reinstate PR status. 18 years old. PR card expired while living abroad with parents and studying. Parnts' PR statuses also expired. However, older brother graduatd from canadian university and got his canadan passport.

Need to apply for travel document under humanitarian provisions, how should I approach it?

You should approach it in the way that you were a minor as your parents removed you from Canada and you are now as an adult using the first available opportunity to return. You have a good chance of getting it.

Would he be able to apply for permanent residence/citizenship later on....ie during his college studying period?

He doesn't have to. He is a PR already. Applying for a travel document stating that he couldn't meet the residency requirements because he was a minor and his parents removed him from Canada gives him a good chance of getting it. If he gets it, he goes to Canada to study and applies to renew his PR card based on the same grounds. Once he gets his PR card, he has to meet the residency requirements in the future like any other PR.

Leon....when he applies for college...what documents does he need to provide to get the reduced PR fees?

PR landing documents, his travel document or a PR card once he gets one.

thanks Leon for the prompt response....I just have a theoritical question....lets say that my family lives in canada starting from the 5th year of the 5-year period of the residency.....and at the end of the 5th year, my son would have remained for only one year and therfore wouldnt be able to renew the PR card (he will have an expired PR card and will be wanting to enter college (and hence hopefully) will at least remain for another 4-5 years...

Questions:
1) when he applies for college, will he be treated as a permanent resident?
2) During his college stay, would he be able to apply for PR renewal/ Citizenship?

I hope I explained myself clearly

1) Yes, you are a permanent resident until proven otherwise. His status has not been revoked so he is still a PR.

2) PR renewal after he meets the requirements of 2 years in the previous 5 years or if he has mitigating circumstances for why he could not meet the requirements, for example parents removing him from Canada as he was a minor child. However, if he applies saying that, he would be attracting attention to you the parents not meeting your residency requirements either so it is better if he waits. For citizenship, he needs to have been in Canada for 3 years out of the previous 4 so if he stays in Canada for 3 years straight, he can apply.
