travel document | PR card

Hello everyone,,
I am a recent PR, now in Montreal, I need to leave Canada soon to bring over family, but do not have my PR card yet, can I get a travel document while in Canada? ( I was told I need to get a travel document to be able to come back here, but It is too difficult for me to obtain one from them embassy of Canada in my home country, therefore would be best If I could get it here).
