I have been living here for the last two years and have applied for renewal of my PR card. My wife and kids have PR cards (and COPR) but have not met the residency requirements and are outside the country. Can they apply for a travel document to enter the country? How long would the process take? What is the likelihood of being rejected? I have a job with a bank and own a house as well.

Why haven't they met the residency requirement? Do they have strong humanitarian & compassionate reasons? If they have strong H&C reasons and can back this up with hard evidence, then there's a decent chance they will be approved for a TD. Strong H&C reasons are things such as personal illness that absolutely prevented a person from moving.

You don't state if their PR cards have expired or not. If they are still valid, they should immediately move to Canada and take their chances at the POE. Applying for a PRTD will be a significant risk if there is no compelling H&C mitigation.

Since I have filed for renewal of my PR and their PR has expired as well (as well as there are no H&C grounds), what are my options. Do I cancel their existing PR status and sponsor them again? I want the kids to start school in September - do I get them on a visit visa, while the sponsorship process is on? I came in earlier to look out for a job and set up base before the family moved in.
Your insights and advice are truly appreciated

You are in a difficult position. Basically, the theory is that they must apply for a PRTD each. However, if they can cross the land border from the USA, they don't require a valid PR card. They still risk being reported at the POE. If by some miracle they hold visa-exempt passports, they could enter based on that. Same risk of being reported. Even to start the process of responsoring them, they will need to apply for a Travel Document first, to formally start the revocation of their existing status.
