Once your refugee claim has been accepted and you are a convention refugee/protected person and have your Notice of Decision, you can apply for the Refugee Travel document immediately. It will take a long time as the office is closed except for urgent applications.

asylum seekers don’t qualify for travel documents. You need to have your hearing and be approved as a protected person first.

asylum seekers are free to leave the country at anytime. Asylum seekers are seeking safety so a campaign for asylum seekers to be able to leave and return to Canada will not likely get the attention that you are looking for.
