Dear all,

Perhaps someone of you has some advice:
As a PR I left Canada for less then 2-years; I applied for a travel document as my PR card expired while I was abroad and thus, I received it from the embassy in Austria. i will renew I suppose my PR card once I am back in Canada.

So, I have a new job in Canada and therefore, I applied to renew my health insurance card in Quebec. However, the RAMQ can only renew my expired RAMQ card with a valid PR card, which will increase significantly my time without public cover.

This is the question: would the travel document be a sufficient proof of evidence for PR in order to start the renewal of my public health insurance cover?
I called them already several times and answers differ from day to day. I suppose it will be case by case.
This is the second question: Could someone confirm that I can work in Canada with the PR expired.

Yes, you can stay in Canada with an expired PR card but if you meet the residency requirements, why don't you just renew it?

As for RAMQ, they will have to tell you if they renew your health card or not. You should go there with your travel document and find out. You know if you left for more than 6 months, you will have to do the 3 month waiting period for health care over again like a newcomer.
