Travel Document at New Delhi Visa office

I am a new permanent resident. I have landed in Canada with my COPR but have not received my PR card yet. I need to travel to india and i will not be in possession of the PR card when i intend to come back to Canada and hence need a Travel Document

Can any one tell me if I can apply for the TD in person at the New Delhi office or the application can only be mailed ?
What is the most recent processing time for the TD ?

Apply thro VFS India. Generally it takes around 2 weeks.

You have to apply through VFS, they say it takes 10 days but I got mine in 4 days from Bangalore consulate (submitted in Bangalore VFS)
