by travel agent u mean ur visa consultant/agent right. well visa consultants/agents normally have ties with certain colleges in canada which give them commission to send them students. These agents then try to persuade people to go to these colleges irrespective of whats good for the student. No agent will recommend u university as universities dont give them any thing. If u ask me this college admission is one big ponzi scheme everyone makes money agents get money from colleges , CIC makes money from application fees, colleges make money from student fees.
10000rs is a lot of money u paid the agent ....they should not charge u anything they r making a whole lot from u already dont know the exact number but may be around 10% or ur first year's fees.

side note: travel agents means the ones who book ur tickets.

what mead told about visa consultants is correct. They are paid by the college. But Canam consultants at Bangalore is not charging anything at all. They do it free of cost.
