I understand. I was only doing this because of his flight back home. It would be tiring to get off one plane, and then hop on another for the 18-20 hour trip Nigeria.
I'm thinking that we might need to look for another place. I didn't want this to be complicated or too stressful for us, but we might need to go to look elsewhere. Perhaps he could try rolling the dice and applying for a tourist visa? If he gets denied, will it affect his chances in a year or two when he applies for a visa to visit me? I know that we will probably go through the same process as they want to see that he has strong ties to his home country, which he does, but it will be proving this.
A single denial from two years ago typically won't impact a new application too much, but of course it will have some impact. Impossible to say how much, it all depends on the reasons for denial and the notes the officer leaves on the file.
My thought - if you can get a sample itinerary that won't give the hotel stay, apply for a transit visa. It adds a day's worth of uncomfort on either end of the trip, but maybe it's worth it for being together? (I know I'm crazy but I regularly fly fourteen hours to and from Asia to be with my fiancée, and go from the airport right to my office)
Approval of a tourist visa and successfully using it is a strong mark in favour of a future visit visa. Denial could be addressed later, and would likely be the same result of a future visit visa even if you didn't get denied now. Also, as @21Goose says, one rejection can be addressed two years later without much concern. It gets hard to address five visa refusals, not one.
True. Just to clarify, he doesn't have any refusals. He was able to travel to Dubai a few times without any issues. He doesn't mind going back to Dubai, but I would prefer to go elsewhere. I also figure that it will help in building his travel history even though it's not Canada, US, UK or Europe. One step at a time, right?

Yes, he has no refusals now, I'm just saying that if a transit visa is denied, it's not the end of the world. I hope you can make the vacation work!

Definitely check back here as you go through the process.
One thing that will help: in the cover letter for the visa application, provide evidence of obligations he has in Nigeria. Things he has to do for work and life that he cannot easily run away from. Care for parents. Maintnenance of property. Etc. Those are ties to home country that can help in the analysis for a visa.
