transit visa for dubai

I got my copr and will get PR card once I first land in Canda. I booked ticket with Air canada, operatedd by Emirates till Dubai.
Can I get a transit visa for Dubai upon arrival at Dubai airport? Its a 25 hour layover.

I checked with Emirates they said they can only issue transit visa if I had booked flight with Emirates.
