Transit in Canada

hi,
My parents will be landing shortly in October. my question is they will be in transit in Toronto with their final destination being Manitoba. Can anyone let me know if they have to get their landing papers in Toronto and visit the custom officials there or it can be all done in Manitoba? The transit time is only 1.5 hours and there is a chance that the flight may be missed.

they have to land at their first point of entry to canada - so that will be toronto. you may want to consider extending their layover to allow enough time to land. depending on how many people are waiting to do the same thing, the wait could be minutes or hours.
