Files get transferred to other VO's for various reasons.Read the 10th & 11th post in below link and on Pg 4,see the 3rd post by vermas

Another member ECLIPSE got the same reply this week whose e-CAS is still RBVO

i have a question. my application was sent to buffalo......and i reside here in Los angeles. my NOC is for LPN.

My question is......would buffalo send it right away to Los Angeles or would they do the prelimenary investigation. what does Los Angeles office do....are they the final decision maker? sorry for the ignorance seniors.
