I am planning to transfer from university of calgary to university of regina as I got a good research offer. but i have some queries related to it.

If the course credits from my previous institution got transferred, how would be the program length get stated during the time of post graduation work permit (PGWP) application?

I completed my fall term and now in the winter term at the ucalgary ,and I also registered for spring/summer but not taking any courses as my university not providing any for my degree. So if i join at uregina in the next fall term, will CIC still considers that I have not taken any unsheduled breaks during this time and maintain status as an active student?
Also when should I notify CIC regarding university change? Right after I got admit and payed fees or at the end of spring/summer or at the beginning of fall?
