Transfer of application to another visa office. Help!!!

I was wondering if anyone had an experience on how long it takes for a CIC from a country to transfer an application to another country upon the applicant's request.

If the request is approved, a couple of months depending on how often the diplomatic courier goes to the second office.

If someone had submitted his application on May 2007 and requested to transfer the file to another office on February 2009 (and it was accepted), Does the file will be processed under the new immigration laws or the application will be process under the laws that ruled before February 2008?
