1. Based on my personal experience and directions from the Canadian business schools:
-Sauders business school, University of British Columbia,
-John Molson School, Concordia University,
-Peter B. Gustavson School, Uvic,
-Asper Business School, University of Manitoba;
I can confirm transcripts + degree certificate in a sealed envelope as issued by the Registrar Office, University (India) is valid for Master level programs. Registrar (India) is the ONLY authority to issue marksheet/degree certificate/migration certificate/transcripts etc. Transcripts as issued by your college admission office is of NO USE for Master level admission in Canada.
And, if you apply for Master degree programs based on college issued transcripts, you will get a 'conditional LOA' (the same thing happened with my sibling).
