University will attest and verify my degrees and Dmc's. but they wont give me any letter for high commission and envelope from university as they said that we didnt recieve anything direct from CIC.
Should i send them in plain envelope.

Actually i can't understand your point clearly, however, am not sure about the system in your country, mine, you can ask the university to reissue your transcript again and put it in their sealed envelop and stamp the envelop with their official stamp. that is it. no letters are required from the immigration department to them or vise versa. just they charge us a fee to do so.
 
Try to write one letter and explain the situation. Hope fully they will understand situation, where country you are from? if you can easilly verify documents from your education board of country and foriegn ministry, then do this, verify from both and send to cic.I reed people submitted doucments verified from booth departments and that worked.
 
I am from Pakistan, but my visa office is Malaysia as iam on international assignment. Yes the university says that they will attest and verify my xeros copies but wont issue me official enevolpe as their point of view is that it did not came from CIC its my personal request to verify.
So the only option is to get attested and verified from university and than foreign office. Should it b ok to write a letter explaining all this with my application.
 
Yes, that should be fine. I read many applicants who did same and it worked. Try to verify from HEC and F-Ministry both, that would be more sure. Good luck
 
Did the visa office asked the sealed copies, if they did then show that letter to the University, if they haven't ask you then just wait until they ask, and if they ask but never mentioned in a sealed envelope then send it what you just described.

University should be able to do this in sealed envelope as they get this request all the times.
 
visa office did not mention anything like sealed envelope, i read all this on the website and in this forum. Visa office only mentioned secondary and post secondary official transcript to be sent to them with complete pacakge, They did not mention in their letter anything like sealed envelope.
 
Secondary and post secondary doesn't need to be in sealed envelop, they usually asked for the University degree in sealed envelop, if they didn't asked then just send what you have - But, despite that the University should be able to seal it without the request because they do this all the times, I am not sure why they told you that they won't do it until they see the request letter from CIC.
 
blue pine ,it doesnt matter if the transcripts are in the university sealed envelope or not,if they are verified and attested from the univ then there is no need.
I had the same problem in getting the transcripts sealed in my peshawar univ sealed envelop in the end i did some how even though they dont have any system they took the transcripts and sealed them in a plain envelop and stamped it,thats it.

Then why does CHC insist that transcripts/mark sheets be in University sealed envelopes?

i really have no idea why the insist on it as this is new thing for universities in Pakistan especially the government runned universities,maybe this system is followed internationally but not in Pakistan!!
