each uni. has same process, instead of asking here - go to university students dept and ask them u need transcripts for immigration/study in foreign.
take ur degree/diploma records and pay some fees, u can get in a week.
i got mine from nirma uni. and for my wife from MS uni, baroda, took a week's time and some 500 rs fee.
