Transaction declined.

I applied for FWSP program in the month of Oct 2014. So far no communication from CIC. But yesterday, I received msg on my mobile mentioning about the declination of transaction from CIC due to insufficient limit. I immediately enhanced the limit to the required.
So How can I communicate this to the CIC without having any reference or application number.

There is good news for you Kiran. Read this thread. CIC tries 3 time before rejecting application.
